An anime cel, or "cel-ga" in Japanese, is a transparent sheet of celluloid or acetate used in traditional, hand-drawn animation to create individual frames of a scene. Animators draw characters and other moving elements on these cels, which are then layered over a static background. This technique creates the illusion of movement when the sequence of cels is photographed.
